The Department of Homeland Security has announced the promotion of Sarah Todd Green to the position of Deputy Chief Procurement Officer. Green, who previously served as Executive Director of the acquisition policy and legislation branch, brings over four years of experience at DHS to her new leadership role.
During her tenure at DHS, Green has been instrumental in driving procurement modernization initiatives. Her most notable achievement includes spearheading the launch of the DHS Vendor Cyber Hygiene Assessment Framework, a critical program designed to enhance cybersecurity standards across the department’s extensive vendor network.
Green’s federal procurement experience extends beyond DHS. She previously served over nine years at U.S. Immigration and Customs Enforcement (ICE), where she rose to the position of deputy head of contract services. In that capacity, she oversaw more than 170 employees and managed an annual procurement budget exceeding $2.5 billion. Her earlier ICE roles included unit chief and chief of staff for the Office of Acquisition Management.
Her government service career began at the Internal Revenue Service, where she worked as a contract specialist for three years. Before entering public service, Green gained valuable private sector experience as a senior office manager at LML Aviation for over four years and as operations manager at Eagle Flight Training for more than two years. She holds a Master of Science in Government Contracts from George Washington University School of Business and a Bachelor in Business Administration from the University of Texas at Tyler.
